Japan Job Seeker Support Program: Training Benefit for Foreign Job Seekers

Under this program, whether someone can take the training and whether they can receive the cash benefit are decided separately. In principle, applicants must register as a job seeker at Hello Work, show willingness and ability to work, and be assessed as needing training-related support. It is possible to use the free training alone without qualifying for the benefit. People who already qualify for the basic unemployment allowance may sometimes take the training as well, but they cannot receive this training benefit while that basic-allowance eligibility continues.

Who it is for

• Basic eligibility: register as a job seeker at Hello Work, not be an employment-insurance policyholder or a person eligible for unemployment benefits, show willingness and ability to work, and be assessed by Hello Work as needing training-related support. An exception allows some people with basic unemployment allowance eligibility to take training, but they cannot receive this benefit while that eligibility lasts.
• To receive the JPY100,000 monthly training benefit, applicants must meet eight conditions, including personal income of JPY80,000 or less per month, household income of JPY300,000 or less per month, household financial assets of JPY3,000,000 or less, and no ownership of land or buildings other than the current residence.
• The remaining conditions include attending all scheduled training days in principle, having no other benefit recipient in the same household at the same time, no fraudulent benefit claims within the past three years, and not having received this training benefit within the past six years.
• Even with proof of an unavoidable absence, at least 80 percent attendance is required. A limited exception may waive the proof requirement for certain people handling childcare or caregiving, or those in basic courses — confirm details with Hello Work.
• Foreign nationals should confirm with Hello Work in advance whether their residence status permits the relevant work and whether they can register as a job seeker and receive support instructions.

Points to note

• Some assume that taking the training automatically brings the JPY100,000 monthly benefit; in fact all eight separate conditions must be met, and applicants who fall short may still be limited to using the free training itself.
• A single absence is often assumed to disqualify someone immediately; in practice, proven unavoidable absences can still qualify if attendance stays at 80 percent or higher, with a limited exception for certain childcare, caregiving, or basic-course cases.
• Free tuition is sometimes assumed to cover all costs, but only the course fee itself is free in principle; textbooks and similar materials remain the participant's own expense.

The vocational training attendance allowance is JPY100,000 per month, with a commuting allowance of up to JPY42,500 per month and a conditional lodging allowance of JPY10,700 per month. A separate route exists for applicants whose personal income is JPY120,000 or less and whose household income is JPY340,000 or less per month, along with other conditions; under that route, only the commuting allowance may apply. Because eligibility for the training itself and eligibility for the benefit are judged separately, it is possible to use the free training without qualifying for the cash benefit. Course tuition is free in principle, but textbooks and similar costs are the participant's responsibility, and application deadlines differ by course. Confirm current figures, deadlines, and required documents with Hello Work before applying.
