Japan Education and Training Benefit: Pre-Enrollment Check Guide

This benefit is administered by the Ministry of Health, Labour and Welfare and Hello Work for people who are currently or were previously covered by employment insurance and who meet the required insured-period and other conditions, and who enroll in a course designated by the Minister. Specialized Practical Education Training (専門実践教育訓練) pays 50% of costs (capped at ¥400,000 per year) as a baseline. The rate rises to 70% (capped at ¥560,000 per year) when the qualification is obtained and, in principle, the person must be employed as a general insured person or equivalent under employment insurance within one year of completion — or, if already employed in that capacity, obtains the qualification within one year of completion, in principle. For courses starting on October 1, 2024 or later, 80% (capped at ¥640,000 per year) requires the 70% conditions and wages after completion at least 5% higher than before starting the course. Specific General Education Training (特定一般教育訓練) pays 40% (capped at ¥200,000), rising to 50% (capped at ¥250,000) for courses starting on or after October 1, 2024 when the qualification is obtained and, in principle, the person must be employed as a general insured person or equivalent under employment insurance within one year of completion — or, if already employed in that capacity, obtains the qualification within one year, in principle. General Education Training (一般教育訓練) pays 20% (capped at ¥100,000). Specialized Practical and Specific General training both require an eligibility confirmation with Hello Work, following pre-course career consulting, in principle, no later than two weeks before the course starts — a step separate from the later payment claim. The basic payment claim is due within one month of the day after each six-month payment-unit period or the day after course completion for Specialized Practical training, and within one month of the day after course completion for Specific General and General training. Additional payments have their own deadlines, so confirm details on the official page or with your local Hello Work office.

Who it is for

• Meeting the required employment-insurance policyholder period and other conditions (confirm specifics with Hello Work)
• Enrolling in a course officially designated by the Minister of Health, Labour and Welfare
• Satisfying the payment requirements and payment timing set for your category: Specialized Practical, Specific General, or General education training
• Not every school or course qualifies, the benefit does not cover full tuition, and you cannot simply apply after starting a course without meeting the category conditions
• For Specialized Practical training, payments can be made every six months during the course

Points to note

Before enrolling, confirm your employment-insurance period and entitlement at Hello Work; for Specialized Practical and Specific General training this eligibility confirmation must happen, after pre-course career consulting, in principle, no later than two weeks before the course starts and is separate from the later payment claim
