Who it is for

• The household must be in housing need, and its calculated monthly household amount must fall within the income standard for the relevant recruitment category. • The applicant must satisfy every common qualification, including the requirement that the applicant personally resides or works in Osaka Prefecture. If the chosen application category has additional qualifications, all of those must also be met. Residence or employment in Osaka by itself does not complete eligibility.
• For foreign residents, the stated categories include people with permission for permanent residence and mid-to-long-term residents who hold a residence status with a period of at least three months, among others. People in a stated category are treated under the same application qualifications as Japanese applicants. Foreign nationality or membership in that residence-status category alone is not enough; every other common and category-specific requirement still applies.
